EVANS— A Transitional Center was keeping Talawrence Vickers at the time of his escape. The escape took place on Monday December 30, 2019— at the beginnning of New Year’s week reports Fox28Media. This facility is intended to give inmates work experience while in custody with the intent of making society reintegration easier.
