NASHVILLE, GA – Authorities have charged 38 year old Israel Timothy Rutland with two counts of vehicular homicide for his involvement with the tragic accident that happened on Tuesday. Georgia State Patrol officials said Rutland is being charged in the deaths of 23 year old Matthew Dean Horton and 32 year old Kelly Marie Prescott. The two were hit by Rutland during a police chase after he had run from the police earlier that weekend. Authorities say Rutland broke his back in the crash and he will be transferred to Tift Regional. Heidi Mancil, 31, was also involved in the accident. She is currently hospitalized in Tallahassee.
