Brooks Co. administrator, jailers charged with cruelty to inmates

BROOKS Co. – On Tuesday, the Brooks County Jail Administrator and four jailers were arrested and charged with cruelty to inmates.

The Georgia Bureau of Investigation says Jail Administrator Scott Boutwell, 49, is charged with three counts Cruelty to Inmates, one count Violation of Oath of Office, and one count Simple Battery.

They also say jailers Courtney Giddens, 29, and Jorqua Davis, 27, are charged with two counts Cruelty to Inmates, and jailers Rina Griffin, 29, and Dellisa Brown, 26, are charged with one count Cruelty to Inmates.

GBI has not released what kind of cruel acts they are being charged for.

They say they were contacted by Brooks County Sheriff Mike Dewey to open a criminal investigation regarding a use of force incident against an inmate in the jail by a jail officer.

While interviewing staff, inmates, and witnesses, officials say they found additional incidents had taken place between jail staff and inmates starting around May this year.

 On Tuesday afternoon, Boutwell, Giddens, Griffin, Brown, and Davis had their first appearance before Superior Court Judge Brian McDaniel at the county jail.

After consulting with the District Attorney’s Office, GBI says they were all charged with felonies for cruelty to inmates.

    Its about time a spot light has been placed on the jail in Brooks county. This is not the first nor last time you will hear about such behavior. Sad thing is, nothing gets done about it. Now if we could just get the tree’s shaken at other jail systems you’d see alot of bad people falling out of those trees.
