Hermine gaining strength as it moves towards Florida; Lowndes under Tropical Storm Warning

| September 1, 2016

TS Hermine

LOWNDES Co. – The National Hurricane Center has issued a Hurricane Warning, Tropical Storm Warning, Hurricane Watch and Tropical Storm Watch for parts of the Southeastern United States, including a Tropical Storm Warning for Lowndes and its surrounding counties, as Hermine churns in the eastern Gulf of Mexico.

Tropical Storm Warnings now in effect from the Walton County to the Suwannee River and southward, the adjacent Gulf of Mexico, inland portions of the Florida Big Bend and now parts of southeast Alabama and southwest Georgia.

There remains the possibility that this system will strengthen to a minimal hurricane prior to landfall. Therefore, a Hurricane Watch is now in effect from Destin along the FL Big Bend coast to Suwannee River and points south and inland.

The National Weather Service in Tallahassee has issued the following warnings and statements for our area.

Tropical Storm Warning
HERMINE LOCAL WATCH/WARNING STATEMENT/ADVISORY NUMBER 15
NATIONAL WEATHER SERVICE TALLAHASSEE FL AL092016
554 AM EDT THU SEP 1 2016

…TROPICAL STORM WARNING REMAINS IN EFFECT…

* LOCATIONS AFFECTED
– VALDOSTA
– HAHIRA
– LAKE PARK

* WIND
– LATEST LOCAL FORECAST: EQUIVALENT TROPICAL STORM FORCE WIND
– PEAK WIND FORECAST: 40-50 MPH WITH GUSTS TO 75 MPH
– WINDOW FOR TROPICAL STORM FORCE WINDS: EARLY THIS EVENING
UNTIL FRIDAY AFTERNOON

– CURRENT THREAT TO LIFE AND PROPERTY: MODERATE
– THE WIND THREAT HAS REMAINED NEARLY STEADY FROM THE
PREVIOUS ASSESSMENT.
– EMERGENCY PLANS SHOULD INCLUDE A REASONABLE THREAT FOR
STRONG TROPICAL STORM FORCE WIND OF 58 TO 73 MPH.
– TO BE SAFE, EARNESTLY PREPARE FOR THE POTENTIAL OF
SIGNIFICANT WIND IMPACTS. REMAINING EFFORTS TO SECURE
PROPERTIES SHOULD NOW BE BROUGHT TO COMPLETION.
– DANGEROUS WIND IS POSSIBLE. FAILURE TO ADEQUATELY SHELTER
MAY RESULT IN SERIOUS INJURY, OR IN SOME CASES LOSS OF
LIFE. MOVE TO SAFE SHELTER BEFORE THE WIND BECOMES
HAZARDOUS.

– POTENTIAL IMPACTS: SIGNIFICANT
– MODERATE DAMAGE TO FRAME BUILT HOMES, PRIMARILY DUE TO THE
LOSS OF ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE TO
PORCHES, AWNINGS, CARPORTS, AND SHEDS. SOME WINDOWS AND
GARAGE DOORS MAY FAIL. MOBILE HOMES DAMAGED, SOME
SIGNIFICANTLY IF UNANCHORED. UNSECURED LIGHTWEIGHT OBJECTS
BECOME PROJECTILES.
– SEVERAL LARGE TREES UPROOTED; SOME SNAPPED. SOME LARGE
ROADWAY SIGNS BLOWN OVER.
– A FEW PRIMARY AND SOME SECONDARY ROADS ARE IMPASSIBLE DUE
TO DEBRIS.
– SCATTERED POWER AND COMMUNICATION OUTAGES; SOME LOCALLY
SIGNIFICANT, LASTING FOR DAYS.

* FLOODING RAIN
– LATEST LOCAL FORECAST: FLASH FLOOD WATCH IS IN EFFECT
– PEAK RAINFALL AMOUNTS: ADDITIONAL 4-8 INCHES, WITH LOCALLY
HIGHER AMOUNTS

– CURRENT THREAT TO LIFE AND PROPERTY: HIGH
– THE FLOODING RAIN THREAT HAS REMAINED NEARLY STEADY FROM
THE PREVIOUS ASSESSMENT.
– EMERGENCY PLANS SHOULD INCLUDE A REASONABLE THREAT FOR
MAJOR FLOODING WHERE PEAK RAINFALL TOTALS WELL EXCEED
AMOUNTS CONDUCIVE FOR FLASH FLOODING AND RAPID INUNDATION.
RESCUES AND EMERGENCY EVACUATIONS ARE LIKELY.
– TO BE SAFE, AGGRESSIVELY PREPARE FOR THE POTENTIAL OF
EXTENSIVE FLOODING RAIN IMPACTS.
– LIFE THREATENING FLOODING IS POSSIBLE. FAILURE TO TAKE
ACTION MAY RESULT IN SERIOUS INJURY OR SIGNIFICANT LOSS OF
LIFE. IF FLOOD RELATED WATCHES AND WARNINGS ARE ISSUED,
HEED RECOMMENDED ACTIONS. POOR DECISIONS MAY RESULT IN
BEING CUT OFF OR NEEDLESSLY RISK LIVES. IF VULNERABLE,
RELOCATE TO SAFE SHELTER ON HIGHER GROUND BEFORE FLOOD
WATERS ARRIVE.

– POTENTIAL IMPACTS: EXTENSIVE
– MAJOR FLOODING FROM RAINFALL WILL PROMPT EVACUATIONS IN
FLOOD PRONE AREAS. THOSE NOT HEEDING EVACUATIONS IN THESE
LOCATIONS FACE SERIOUS INJURY OR DEATH.
– RIVERS AND ASSOCIATED TRIBUTARY CREEKS AND STREAM WILL RISE
AND OVERFLOW INTO THE FLOOD PLAIN. RUNOFF WILL PUT STRESS
ON AREA HOLDING PONDS AND DRAINAGE DITCHES, INCREASING THE
LIKELIHOOD OF WIDESPREAD URBAN FLOODING.
– FLOOD WATERS WILL IMPACT STRUCTURES IN LOW LYING AREAS, AS
WELL AS THOSE IN THE FLOOD PLAIN, POSSIBLY ENTERING
BUILDINGS. URBAN FLOODING WILL RESULT IN SEVERAL ROAD
CLOSURES AND SOME WASHOUTS. A FEW OVERPASSES MAY BE
WEAKENED BY FAST MOVING FLOOD WATERS. DRIVING CONDITIONS
ARE VERY DANGEROUS.

* TORNADO
– LATEST LOCAL FORECAST:
– SITUATION IS SOMEWHAT FAVORABLE FOR TORNADOES

– CURRENT THREAT TO LIFE AND PROPERTY: ELEVATED
– THE TORNADO THREAT HAS REMAINED NEARLY STEADY FROM THE
PREVIOUS ASSESSMENT.
– WHEN IMPLEMENTING EMERGENCY PLANS, INCLUDE A REASONABLE
THREAT FOR ISOLATED TORNADOES.
– TO BE SAFE, PREPARE FOR THE POTENTIAL OF LIMITED TORNADO
IMPACTS.
– LISTEN FOR TORNADO WATCHES AND WARNINGS. BE READY TO
SHELTER QUICKLY IF A TORNADO APPROACHES.

– POTENTIAL IMPACTS: LIMITED
– ISOLATED TORNADOES ARE EXPECTED, RESULTING IN A NOTABLE
IMPACT TO AFFECTED COMMUNITIES.
– ISOLATED AREAS AFFECTED BY TORNADOES WILL EXPERIENCE MINOR
DAMAGE, INCLUDING SOME DAMAGE TO STRUCTURES AND SPORADIC
POWER AND COMMUNICATION OUTAGES.
– A FEW STRUCTURES WILL BE DAMAGED BY TORNADOES, MAINLY WITH
LOSS OF SHINGLES OR SIDING. SOME MOBILE HOMES WILL BE
SIGNIFICANTLY DAMAGED, ESPECIALLY THOSE UNANCHORED. LARGE
TREES WILL BE SNAPPED OR UPROOTED.

SITUATION OVERVIEW
——————

TROPICAL STORM HERMINE CONTINUES TO STRENGTHEN TONIGHT AND IS EXPECTED
TO STRENGTHEN TO A CATEGORY 1 HURRICANE PRIOR TO LANDFALL. HURRICANE WATCHES
HAVE BEEN UPGRADED TO HURRICANE WARNINGS ACROSS ALL COASTAL AREAS IN THE
BIG BEND, AS WELL AS INLAND COUNTIES ALONG I-10 FROM LIBERTY COUNTY TO
MADISON COUNTY. THE MAIN IMPACTS ARE EXPECTED TO BEGIN THIS EVENING/TONIGHT,
INCLUDING WIND DAMAGE – ESPECIALLY TREE DAMAGE RESULTING IN POWER OUTAGES,
FLOODING RAINS AND ISOLATED TORNADOES. IN ADDITION, STORM SURGE INUNDATION
ALONG COASTAL AREAS IS EXPECTED TO BEGIN EARLIER TODAY. EVACUATIONS ARE
CURRENTLY IN EFFECT FOR SOME COASTAL AREAS. PLEASE FOLLOW GUIDANCE FROM
LOCAL AUTHORITIES.

POTENTIAL IMPACTS
—————–

* SURGE:
PROTECT AGAINST LIFE-THREATENING SURGE HAVING POSSIBLE SIGNIFICANT
IMPACTS ACROSS THE BIG BEND AREA. POTENTIAL IMPACTS IN
THIS AREA INCLUDE:
– AREAS OF INUNDATION FROM STORM SURGE FLOODING, COMPOUNDED BY
HIGHER WAVES. NON-ELEVATED HOMES AND BUSINESSES ALONG THE COAST
WILL BE SUBJECT TO FLOODING PRIMARILY ON THE GROUND FLOOR.
– SECTIONS OF COASTAL HIGHWAYS AND ACCESS ROADS WILL BE FLOODED
WITH PORTIONS WASHED OUT, ISOLATING AFFECTED COASTAL
COMMUNITIES.
– MODERATE BEACH EROSION WITH DAMAGE TO THE DUNE LINE.
– MODERATE DAMAGE TO MARINAS, DOCKS, AND PIERS. SMALL CRAFT NOT
SECURED PRIOR TO THE STORM WILL BREAK AWAY FROM MOORINGS.

ALSO, PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED
IMPACTS ACROSS THE FLORIDA PANHANDLE.

* WIND:
PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS
ACROSS THE FLORIDA PANHANDLE AND BIG BEND, AND SOUTHWEST GEORGIA. POTENTIAL
IMPACTS IN THIS AREA INCLUDE:
– MODERATE DAMAGE TO FRAME BUILT HOMES, PRIMARILY DUE TO THE LOSS
OF ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE TO PORCHES,
AWNINGS, CARPORTS, AND SHEDS. SOME WINDOWS AND GARAGE DOORS MAY
FAIL. MOBILE HOMES DAMAGED, SOME SIGNIFICANTLY IF UNANCHORED.
UNSECURED LIGHTWEIGHT OBJECTS BECOME PROJECTILES.
– SEVERAL LARGE TREES UPROOTED; SOME SNAPPED. SOME LARGE ROADWAY
SIGNS BLOWN OVER.
– A FEW PRIMARY AND SOME SECONDARY ROADS ARE IMPASSIBLE DUE TO
DEBRIS.
– SCATTERED POWER AND COMMUNICATION OUTAGES; SOME LOCALLY
SIGNIFICANT, LASTING FOR DAYS.

ALSO, PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS
ACROSS SOUTHEAST ALABAMA.

* FLOODING RAIN:
PROTECT AGAINST LIFE-THREATENING RAINFALL FLOODING HAVING POSSIBLE
EXTENSIVE IMPACTS ACROSS NORTH FLORIDA AND SOUTH GEORGIA. POTENTIAL
IMPACTS INCLUDE:
– MAJOR FLOODING FROM RAINFALL WILL PROMPT EVACUATIONS IN FLOOD
PRONE AREAS. THOSE NOT HEEDING EVACUATIONS IN THESE LOCATIONS
FACE SERIOUS INJURY OR DEATH.
– RIVERS AND ASSOCIATED TRIBUTARY CREEKS AND STREAM WILL RISE AND
OVERFLOW INTO THE FLOOD PLAIN. RUNOFF WILL PUT STRESS ON AREA
HOLDING PONDS AND DRAINAGE DITCHES, INCREASING THE LIKELIHOOD
OF WIDESPREAD URBAN FLOODING.
– FLOOD WATERS WILL IMPACT STRUCTURES IN LOW LYING AREAS, AS WELL
AS THOSE IN THE FLOOD PLAIN, POSSIBLY ENTERING BUILDINGS. URBAN
FLOODING WILL RESULT IN SEVERAL ROAD CLOSURES AND SOME
WASHOUTS. A FEW OVERPASSES MAY BE WEAKENED BY FAST MOVING FLOOD
WATERS. DRIVING CONDITIONS ARE VERY DANGEROUS.

* TORNADOES:
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS NORTH FLORIDA AND SOUTH GEORGIA. POTENTIAL IMPACTS INCLUDE:
– ISOLATED TORNADOES ARE EXPECTED, RESULTING IN A NOTABLE IMPACT
TO AFFECTED COMMUNITIES.
– ISOLATED AREAS AFFECTED BY TORNADOES WILL EXPERIENCE MINOR
DAMAGE, INCLUDING SOME DAMAGE TO STRUCTURES AND SPORADIC POWER
AND COMMUNICATION OUTAGES.
– A FEW STRUCTURES WILL BE DAMAGED BY TORNADOES, MAINLY WITH LOSS
OF SHINGLES OR SIDING. SOME MOBILE HOMES WILL BE SIGNIFICANTLY
DAMAGED, ESPECIALLY THOSE UNANCHORED. LARGE TREES WILL BE
SNAPPED OR UPROOTED.

ELSEWHERE ACROSS EASTERN FLORIDA PANHANDLE…FLORIDA BIG
BEND…SOUTHEASTERN ALABAMA AND SOUTHWESTERN GEORGIA, LITTLE TO NO
IMPACT IS ANTICIPATED.

* OTHER COASTAL HAZARDS:
THERE IS A HIGH RISK FOR RIP CURRENTS ALONG ALL AREA BEACHES.

PRECAUTIONARY/PREPAREDNESS ACTIONS
———————————-

* EVACUATIONS:
FOR THOSE UNDER EVACUATION ORDERS, LEAVE AS SOON AS PRACTICAL WITH A
DESTINATION IN MIND. GAS UP YOUR VEHICLE WELL AHEAD OF TIME. BE SURE
THAT YOU TAKE ALL ESSENTIAL MATERIALS FROM YOUR EMERGENCY SUPPLIES KIT.
LET OTHERS KNOW WHERE YOU ARE GOING AND WHEN YOU INTEND TO ARRIVE.

IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR
WATER HAZARDS FROM TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION,
ESPECIALLY IF BEING OFFICIALLY RECOMMENDED. RELOCATE TO A
PREDETERMINED SHELTER OR SAFE DESTINATION.

IF EVACUATING AWAY FROM THE AREA OR RELOCATING
TO A NEARBY SHELTER, LEAVE EARLY BEFORE WEATHER CONDITIONS BECOME
HAZARDOUS.

* OTHER PREPAREDNESS INFORMATION:
NOW IS THE TIME TO BRING TO COMPLETION ALL PREPARATIONS TO PROTECT
LIFE AND PROPERTY IN ACCORDANCE WITH YOUR EMERGENCY PLAN.

OUTSIDE PREPARATIONS SHOULD BE WRAPPED UP AS SOON AS POSSIBLE BEFORE
WEATHER CONDITIONS COMPLETELY DETERIORATE. ANY REMAINING EVACUATIONS
AND RELOCATIONS SHOULD BE EXPEDITED BEFORE THE ONSET OF TROPICAL
STORM FORCE WIND.

KEEP CELL PHONES WELL CHARGED AND HANDY. ALSO, CELL PHONE CHARGERS
FOR AUTOMOBILES CAN BE HELPFUL AFTER THE STORM. LOCATE YOUR CHARGERS
AND KEEP THEM WITH YOUR CELL PHONE.

IF YOU ARE A VISITOR AND STILL IN THE AREA, LISTEN FOR THE NAME OF
THE CITY OR TOWN IN WHICH YOU ARE STAYING WITHIN LOCAL NEWS UPDATES.
BE SURE YOU KNOW THE NAME OF THE COUNTY OR PARISH IN WHICH IT
RESIDES. PAY ATTENTION FOR INSTRUCTIONS FROM LOCAL AUTHORITIES.

CLOSELY MONITOR NOAA WEATHER RADIO OR OTHER LOCAL NEWS OUTLETS FOR
OFFICIAL STORM INFORMATION. BE READY TO ADAPT TO POSSIBLE CHANGES TO
THE FORECAST.
