Valdosta man charged with terroristic threats against police

VALDOSTA – On July 23, 2016 at 7:25 pm, a subject called E911 dispatch and advised the operator to warn the city police that he would be committing an act of violence against police officers.

The E911 operator called the subject back (as is standard protocol) to speak with him again and the subject threatened to kill all officers. E911 dispatch was able to trace the call to a specific apartment in 3400 Block of North Forrest Street.

Valdosta Police Officers then responded to the area and began evacuating local residents from the scene. Officers set up a perimeter for the safety of the civilians until they could make contact with the subject, who was later identified as 61 year old Eddie Duncan.

Crisis negotiators with the Valdosta Police Department responded to the scene to establish communication with Duncan as he remained inside the apartment. Duncan however refused to communicate with officers despite multiple attempts to encourage voluntary compliance. Officers eventually contacted a female inside the residence and entered the residence to locate Duncan.

Officers entered the apartment where Duncan was taken into custody without further incident. Duncan was taken to the Lowndes County Jail under a charge of Terrorist Threats. An arrest warrant was presented to the Magistrate’s Court and was signed on today’s date.

“The Valdosta Police Department would like to express its gratitude to the citizens who cooperated with officers when they had to be evacuated due to the offender’s actions. Further, officers used great restraint and patience in this case to avoid a confrontation with the offender,” said VPD Lt. Adam Bembry.
